These were minted by the US Mint in San Francisco for the Republic of Panama on the same silver proof half-dollar blanks used for the Silver Kennedy Half-Dollars.
These coins were taken straight from their 1968 Panama Proof Sets, carefully handled with cotton gloves and each placed in a protective 2X2 flip.
